Child care resource and referral (CCR&R) agencies, like PATCH are located throughout the country. CCR&R services have evolved from grassroot efforts to help parents find child care, to well-developed systems that support parents, providers, and local communities in finding, planning for, and providing quality child care. PATCH is the only Hawaii member of the Child Care Aware National Association of Child Care Resource and Referral Agencies (NACCRA)

The Child Care Connection Hawaii (CCCH) 

is a federal subsidy program helping low-income families to pay for childcare services. 


Complete and submit your application along with all required supporting documents to your nearest CCCH office. Application can be downloaded from website above.  You will be notified by mail of your application status.  If your family meets basic eligibility requirements you will receive other forms and you will then be contacted for either an office visit or a telephone intake interview(s) to confirm information and go over the other forms.

Preschool Open Doors (POD) Program Accepting Applications for July 2022-June 2023 Term APPLICATIONS MUST BE RECEIVED BY MARCH 31ST, 2022
Applications accepted for children born August 1, 2017 through July 31, 2018.

POD provides monthly preschool tuition subsidies to qualified families.

Services for children (3-4 yrs. old) of Native Hawaiian ancestry. 


All applicants must meet the following eligibility requirements to be considered.

  • State of Hawai`i Resident – KS defines Hawai`i residency as having lived continuously in the state of Hawai`i for at least 12 months immediately prior to date of application.
  • Student applicant is enrolling in the 2021-2022 school year.

Provides services to orphaned and destitute children in the State of Hawaii, with preference given to Hawaiian ancestry. With partners, QLCC works toward the development of: healthy children, strong positive family attachment, stable home environment and caring communities. Program can help with: preschool tuition aid, rent & utilities. Target Group:Destitute children living in Hawaii between the ages of birth through 17 years, partial Hawaiian children, orphan children.
